- Health Screening:
- Lockdown eased with certain relaxations. All the Districts of the State has been divided into 5 levels for the Unlockdown plan:
- Level I: PR <5% and HBO under 25%
- Level II: PR 5% and HBO is 25-40%
- Level III: PR 5-10% and HBO 40-60%
- Level IV: PR 10-20% and HBO 60-75%
- Level V: PR >20% and HBO >75%
- PR - Positivity Rate | HBO - Hospital Bed Occupancy
- Domestic Quarantine:
- Travellers from other states are allowed to travel in Maharshtra
- All Airport in the state of Maharashtra Passenger obligation
- Passenger obligation
- COVID-19 Negative Certificate is mandatory while travelling.
- All domestic passengers travelling from Airports in NCR of Delhi, States of Rajasthan, Gujarat and Goa shall carry RT-PCR negative test report with them before boarding and show it to the teams at arrival airport. The Airport Authority of India requested to check for the report before allowing the passengers to board the flight.
- The RT-PCR sample collection should have been done with 72 hours of scheduled time of landing at Airport in Maharashtra.
- Passengers NOT having the RT-PCR test reports fulfilling conditions 1 & 2 shall compulsorily undergo RT-PCR test at the concerned Airport, at their own cost. The Airport shall arrange the testing centres & charge the passengers directly for testing.
- Only after undertaking the test, the passengers will be allowed to go home by Airport Operator. The Contact Information and address shall be collected from all passengers who undergo tests at Airport by Airport operator to facilitate contact, incase the test reports comes positive.
- Passengers whose report comes positive will be contacted and treated as per existing protocol.
- The concerned Municipal Commissioners will be the Nodal Officers for the same and ensure that the above instructions are followed strictly. Source:
- Quarantine Guidelines for passengers arriving from the UK, South Africa, Middle East & European Countries
- Travelers will be kept under Institutional quarantine after arrival. RT-PCR tests will be conducted only on 7th day from the day of arrival at the respective hotels/Institutional facility at their own cost. If the report of the test is found negative, the passenger would be discharged from the institutional quarantine after 7 days with the advice of 7 days mandatory Home Quarantine. A total of 14 days quarantine is to be ensured. A Home quarantine stamp will be put and undertaking will be taken from the travelers that they will abide to be in Home quarantine. If the test result is found positive, passenger will be shifted to designated COVID-19 Hospital, Seven Hills for UK and GT Hospital for travelers from other countries for further evaluation and treatment.
- Institutional quarantine is exempted for officials working in foreign embassy and in Counsel General Office. The guidelines under Vande Bharat mission for officals working in embassy will have to be followed for application for exemption. These guidelines are applicable to all passengers arriving at Mumbai International Airport from the UK, South Africa, Middle East & European countries till further notice.
- Exemption for Institutional quarantine/quarantine for International Passengers arriving from or transiting through UK, Europe, Middle East, South Africa and Brazil
- Under the current Standard Operating Procedure (SOP) with regard to compulsory institutional quarantine, the passengers arriving from or transiting through U.K., Europe, Middle East, South Africa and Brazil are required to undergo mandatory institutional quarantine for 7 days followed by 7 days of home quarantine.
- Covid-19 Vaccination has commenced in various countries and many passengers have completed their both the dosagc of Covid- 19 vaccine. Further, medical professionals who are intending to travel for life saving surgeries/ attending critical patients have been requesting for exemption from quarantine. Considering these developments, the new norms for passenger exemption from Institutional Quarantine shall be as follows:
- Elderly passengers above 65 years of age.
- Pregnant woman in advanced stage of pregnancy
- Both Parents accompanying children below 5 years of age
- Passengers having serious illness and require immediate medical attention such as cancer,severe physical disability, mental illness, cerebral palsy on production of supporting documents and medical conditions that need admission in medical institutions immediately
- Extreme family distress condition i.e. father, mother, son, daughter in critical condition(On death bed), severe accident in family, death of immediate family member (only on production of convincing support documents to the airport staff)
- Passengers who have completed their both Covid- 19 vaccine dosage (on production of both vaccination certificates and also a self-declaration in prescribed format has to be produced).
- Medical Professionals that intend to travel for performing life saving surgery/ attending critical patients (on production of proof from the hospitals where the surgery/medical service is intended to be performed)
- Passengers from above categories may be considered exemption from institutional quarantine/quarantine, subject to providing required documents to the satisfaction of In-charge Officer at the Airport. The exempted passengers shall strictly follow quarantine rules and regulations and shall be liable for appropriate action for any breach of quarantine rules.
- Mumbai & Pune Airports
- Domestic Passengers
- Institutional Quarantine - N.A.
- Home Quarantine - 14 days of Home Quarantine for all passengers.
- Exception To Quarantine
- All domestic passengers intending to exit within 7 days of the arrival shall be exempted from quarantine, provided they are able to produce confirmed ticket for onward/return journey.
- In line with order issued by Maharashtra State Government dated 14th October 2020, stamping with indelible ink of the domestic arrival passengers has been stopped.
- Health Screening: Thermal screening shall be done for all passengers
- Passenger obligation
- Passengers are expected to certify the status of their Health through the Aarogya Setu Mobile App. or a self declaration form. Passengers intending to exit Mumbai within 7 days of the arrival should be able to produce confirmed ticket for onward/ return journey to get quarantine exemption.
- International Passengers
- Institutional Quarantine: 7 days Institutional Quarantine and 7 days home quarantine for those passengers not Carrying valid negative RT-PCR test report.
- Home Quarantine: For RT-PCR negative test report passengers, 14 days Home Quarantine
- Health Screening: Thermal screening for all passengers.
- Passenger Obligation:
- Passengers are expected to certify the status of their Health through the Aarogya Setu Mobile App. or a self declaration form.
- Aurangabad, Kolhapur Jalgaon, Shirdi , Nagpur Airports
- Institutional Quarantine – NA
- Home Quarantine - 14 days of Home Quarantine for all passengers.
- Exception To Quarantine - All Domestic passengers intending to exit within 7 days of the arrival shall be exempted from quarantine, provided they are able to produce confirmed ticket for onward/return journey. In line with order issued by Maharashtra State Government dated 14th October 2020, stamping with indelible ink of the domestic arrival passengers has been stopped.
- Passenger obligation
- Passengers are expected to certify the status of their Health through the Aarogya Setu Mobile App. or a self declaration form.
- Operating Status:
- Inter-District movement: Allowed from Level I to IV
- This movement can be in Private cars/ Taxis/ Buses/ Long distance trains
- If anyone is moving to or passing through Level V, then an E-Pass is required. Pls note that an E-Pass will only be given for a medical emergency or performing an essential duty

- RT-PCR test mandatory for the travelers entering the state
- For people coming in from Kerala, Gujarat, Rajasthan and Delhi, showing negative RT-PCR test result is mandatory. Test should have been done within 48 hours of entering the state. Those who don’t have the test report, they will have to get it done before entering the state at their own cost.
